Legalizations (Certifications)
Legalization is a validation of the signature of the government official who authorizes a document, the Consular Officer does not judge the structure or the content of the document.
In March 16, 1999, The Bolivarian Republic of Venezuela signed the Hague Convention (Apostille) to exempt legalization of Foreign Public Documents (1961), published in Official Newspaper no. 36,446 of date 5 of May of 1998.
Consequently, all public documents do not need to be legalized through the Consular Section of the Embassy.

Applicants legally residing in Japan can legalize letters, certificates or other documents previously indicated.
In order to obtain the Hague Apostille it is required to contact the Ministry of Foreign Affairs of Japan.
It is highly recommended to translate to Spanish the letters, certificates or others using the services of a certified public interpreter.
Documents that do not require legalization before the Consular Office.
The corresponding Apostille has to be obtained by the interested party through the Ministry of Foreign Affairs of Japan (Gaimusho).

The Hague Convention states that the public documents that do not require legalization in this Consular Office are the following:
- Documents issued by an authority or civil employee related to: Courts or Trials, including those of the Public Ministry, or of a secretary, Official or Judicial Agent.
- Administrative Documents
- Notaries Documents.
- Official Certifications of private documents, such as mentions of registry, verifications on the certainty of one date and official and notaries authentications of a signature. The Agreement includes Documents related to Studies, Birth Certificates, Marriage certificates, Acts of Divorce and Deaths.

Documents that Require Legalization (Certification).
The documents that require legalization before this Consular Office are the following ones:
- Documents sent by diplomatic or consular agents.
- Administrative and Commercial documents that directly refer a mercantile or customs operation
Examples are: Letters, Authorizations, Certificates of Origin, Commercial Certificates, among others.
Requirements
- Present the Notarized or Certified document by a Chamber of Commerce before the Consular Office. The Public Notary must be registered in this Consular Section.
- Payment in the bank of the corresponding consular fee.

Requirements
- Present in original the respective document to the Consular Section, with official stamp of the respective Japanese Chamber of Commerce.
- Payment at the bank of the corresponding consular fee.
- In cases of Certificates of Debt it is additionally required to bring RIF Number and RUSAD of the indebted Venezuelan company, as well as the data of the invoice or Bill of Lading of the merchandise.
Certificate of Use of Vehicles

The Certificate of Use of Vehicles is issued under the figure of the "Regimen de Equipaje de pasajeros" to Venezuelan citizens and foreigners in Venezuela who return to the country after living abroad by a minimum period of one (1) year.
The automobile must be registered to the name of the passenger with patent or ownership title issued by the competent authority with not less than eleven (11) months before the entrance of the passenger to Venezuela (passport stamps are used to verify this date).
Passenger vehicles that enter Venezuela under this regulation, will be exempted of import tariffs, however, customs services fee (1 % of CIF value) is compulsory.
Tax exemption applies only whenever the vehicle's value does not surpass the equivalent one to twenty thousand (USD 20,000) dollars of the United States in national currency; in which case they will have to pay import tariffs equivalent to 35% ad valorem on the CIF value of the vehicle.
Requirements
- To present in original the invoice (or similar proof of purchase) of the vehicle sent. The date of the proof of purchase / invoice can not be less than eleven (11) months before the entrance of the passenger to Venezuela.
- To present in original the invoice (or similar proof of purchase) of the vehicle sent, with a translation to Spanish with a seal by the Ministry of Foreign Affairs of Japan.
- To present one (1) photocopy of front page of the owner's passport (personal data and visa). The passport must be valid.
Those having double nationality should present a copy of their foreign passport in order to verify his/her legal residence (According to article 34 of the Constitution of the Bolivarian Republic of Venezuela)
- Payment in the bank of the corresponding amount by concept of the consular fee (USD 70, oo).
Certificate of Use of Personal Effects

The Certificate of Use of Personal Effects is issued under the figure of the "Regimen de Equipaje de pasajeros" to Venezuelan citizens and foreign residents in Venezuela who return to the country after having lived abroad a minimum period of six months.
Requirements:
- Detailed original list (in Spanish) of all the used personal effects
- One (1) photocopy of front page of the owner's passport (personal data and visa). The passport must be valid.
Those having double nationality should present a copy of their foreign passport in order to verify his/her legal residence (According to article 34 of the Constitution of the Bolivarian Republic of Venezuela)
- Payment in the bank of the corresponding amount by concept of the consular fee (USD 70, oo).
Document Registration
In order to authenticate the signature of the issuer of a document by the consular officer, such as: Powers of Attorney, Contracts, Testaments, Authorizations, among others.
Requirements:
- Original and one copy of the document to be authenticated.
- To present valid original passport and photocopy of front page (personal data and fingerprints).
- Payment of the corresponding Consular Rights.
In order to make an authentication and document registration, your have to get an appointment at this consular office, visit the consulate office with your respective identification (passport and/or identity card) during office hours.

Authorization for Child's Traveling

Venezuelan children under 18 years must travel accompanied by both parents.
When traveling accompanied by only one parent it is required for the other parent to issue an authorization authenticated document.
If the child is going to travel alone or accompanied of a non-parent, the authorization should be granted by the mother and the father (both) or by whoever exerts legal custody over the child.
In cases when the legal representative of a Child, is requested to grant an authorization so that the child can travel outside Venezuela, the parent may grant this authorization before the Consulates or Consular Sections.
This service is free of charge.
Powers of Attorney

This is the procedure of authentication and registration of a empowerment granted before a Consulate Officer According to Venezuela "Codigo Civil"
Requirements:
- Present for revision at the Consulate, the version of the power (in Spanish) that is desired to legalize.
Revision includes structure and content, in order to identify is it's an ample or a special power.
Consular fee, depends on the type of power of attorney :
- Ample: USD 300, oo
- Special: USD 100, oo
- The person who grants the power of attorney has to present three (3) originals of the document, with the name of the lawyer who elaborated it in the left superior corner accompanied by his record number at the "Colegio de Abogados" (Lawyers Association).
Registry of Births

Presenting and registering before the Consular Section the birth of any Venezuelan baby born in Japan.
Requirements:
- Fill out and submit a Child registry form , which is available at the Consular office of for downloading here
- One (1) front photograph of the Child, full color with white background (3x4 cms).
- Submit original and four certified copies of the Japanese Birth certificate legally translated to Spanish and legalized by the Ministry of Foreign Relations of Japan.
The original document of the Birth Certificate will not be returned to the applicant.
- In the translation to Spanish the year of birth should be according to the Gregorian Calendar instead of the Japanese Hesei.
- To present original and four (4) photocopies of the main pages of the passport of each parent (where they appear his personal data and fingerprints)
- Original and four (4) copies of the Marriage certificate properly translated to Spanish (if available). In case of divorce or death of one of the parents of the Child, the Divorce or Death Certificate must be presented.
The original Certificate will be returned to the applicant once reviewed by this Consular Section.
- In case that one of the parents is a foreign citizen: The applicant should submit an Affidavit in favor of the Child and in his representation, this declaration should state that the child assumes Venezuelan nationality (there is a special form to be filled at the Consular Office).
The Venezuelan by naturalization will have to include copy of the Official Publication stating so.
- To fill a Birth survey form, which will be given in the Consular Section.
- The Birth registry is free from payment of Consular Rights.
Registry of Marriage

Requirements:
- To complete in original and two copies of marriage form . Please download it here
- Submit three (3) registered original copies of the Marriage certificate properly translated to Spanish and with “Apostille” by “the Ministry of Foreign Relations of Japan”
- Submit original and valid passports of both spouses and three (3) photocopies of front page of each one of the passports (personal data and fingerprints).
- No consular fee.
Death Certificate

Requirements:
- Submit in original and copies of the Death Certificate form, available at the Embassy.
- Submit three (3) registered original copies of the Death Certificate form properly translated to the Spanish and with “Apostille” by the Ministry of Foreign Relations of Japan. The three registered copies will not be returned to the applicant, since they will have to be sent to the competent Venezuelan authorities. In order to transfer the remains to Venezuelan territory, it is requisite obligatory to accompany it by the Death Certificate.
- Presentation of the original passport of the deceased and three (3) photocopies of front page of the passport (where they appear the personal data and treads digital).
- This service is exonerated of Consular fee.
In order to prepare a death certificate, please set an appointment by phone.
Cadivi
Authorization to obtain Foreign Currency - CADIVI
For specific information and particular cases, please consult the Providences of the Commission of Currency Administration in his Website: www.cadivi.gob.ve
Someone who has been previously registered in the Consulate Office Database may apply via post mail
For the Consular Registry the applicant must submit copy of his/her valid Venezuelan passport and complete form available at the consular office .
Free of charge
Venezuelan Retiree abroad
Requirements:
1. Submit a Consular Registry for Pensioners.
2. Copy of the Venezuelan passport.
3. If the passport was extended, please annex copy of the page of the prorogation.
4. Copy of the migratory status (resident, citizenship or immigration)
5. In case of double nationality, please bring copy of the corresponding passport and your Venezuela identity card.
Support for Relatives abroad
Requirements:
1. Submit a Consular Registry for Family support.
2. Copy of the Venezuelan passport.
3. If the passport was extended, please annex copy of the page of the prorogation.
4. Copy of the migratory status according to is the case that corresponds (resident, citizenship or immigration)
5. Copy of the identity card where it proves his legal residence according to is the case that corresponds.
6. Declaration of Address in original sent by the Court corresponding to his/her residence.
In case that the beneficiary is a Child, please copy of the Declaration of Address of the parents.
7 , Copy of the identity card of the applicant of the remittance before CADIVI.
Venezuelan Nationals studying in Japan
Requirements:
1. Submit a Consular Registry for Students.
2, Copy of the Venezuelan passport.
3. If the passport was extended, please annex copy of the page of the prorogation.
4, Copy of the migratory status (resident, citizenship or immigration)
5, Proof of enrollment in study in original
The proof letter or certificate should specified the cost of the schools fees, period of study and seal of the institution.
This proof or certification must be notarized and legalized by The Ministry of Foreign Affairs.
6. In case of a dependent spouse, in addition to all the previous requirements, please annex copy of the marriage certificate.

Permanent Electoral Registration

The Embassy's Consular Section offers to Venezuelan National residing abroad the right to vote according to the Constitution of the Bolivarian Republic of Venezuela in its article 63.
Requirements
For the purposes of registration in the Electoral Registry for the first time or to change your previous center of voting, you will have to come to this Consular Section, previous arranged appointment by telephone, in office hours. Please verify that you can fulfill the following requirements:
- To be legal resident in Japan. In case of having double nationality (Art. 34 of the Constitution of the Bolivarian Republic of Venezuela), please annex photocopy of the foreign passport in order to determine the applicant's legal residence.
- Present his/her Venezuela identity card (valid or expired) and a photocopy.
The inscription in the Permanent Electoral Registry is free of consulate fee.
Military Inscription

The inscription must be done within sixty (60) following days to the date in which a person has turned 18 years of age.
Requirements:
- Present Venezuelan identity card and three (3) copies
- Present a valid original passport and three (3) photocopies of front page of the passport (where they appear the personal data and treads digital).
- Submit six (6) front recent equal photos, front, to color and white bottom (3x4 cms).
- Write a letter to the attention of The Ambassador and/or Consul requesting to avoid the compulsory military service including the appropriate reason.
Please state the arguments that justify it.
- This service is free of charge.
Animal transfer
- Submit vaccination certificate sent by a veterinarian with a minimum of six months validity.
In the case of dogs: must be vaccinated against the Parvus virus.
- These certificates must be validated by the authorities of the Ministry of Agriculture, Forestry and Fishery of Japan and the Ministry of Foreign Affairs (“Apostille”).
- Payment of Consular fee equivalent to $70.00.
