Japan grants Technical Cooperation to Venezuela in accordance with the April 1998 Technical Cooperation agreement. This agreement is renewed yearly. Moreover Venezuela participates in programs sponsored by the Japan International Cooperation Agency (JICA), an executive body responsible for the technical and non-reimbursable financial cooperation provided by the Japanese Government. The main areas of cooperation are listed as follows: Disaster prevention, Environmental Protection (Improvement of the River basin “Orinoco-Apure”), Company Trainning (INCE), Fishing Techniques, Development Planning. Japanese Overseas Cooperation Volunteers program: This program originates from the Official Development Assistance (ODA) policies of the Japanese Government. Developed Countries supply Funding and technical assistance to developing countries, in order to alleviate socio-economical problems. In 1999, the Japanese ODA reached 15,323 million USD. This amount represents 27.4% of the total provided by member countries of the Assistance Committee for Development, wherein Japan was the main donor for that year. The Japanese ODA is delivered first via Bilateral Assistance (credits and donations) given directly to developing countries. And second, via contributions to Multilateral Organizations. Bilateral donations can be divided as: Technical Cooperation and Non-reimbursable Financial Cooperation. One of the fundamental premises of JICA in Venezuela is to support the evolution of an Endogenous Development, which requires joint participation of community and institutional groups from Venezuela and Japanese experts from JICA. |
